2:45 - Yes he is I'm afraid. That is philosopher Alvin Plantinga. You have to know something about his epistemology to appreciate the point he's making here. He's not being fideistic as many will assume. He's just question strong foundationalism - that's all.

2:55 - Seems like an obvious point to me. I doubt that's being used as an argument though which is probably your worry.
